Welcome to ANSTI E-Newsletter, issue 17. In this first issue of 2007, we bring you news about the Network activities in the year, announcement on important events as well as other information on science and technology in Africa . Among the major activities the Network intends to pursue during the year is the COVIDSET 2007. This is the Second African Conference of Vice-Chancellors, Provosts and Deans of Science, Engineering and Technology Institutions (COVIDSET 2007), after the success of COVIDSET 2005 whose deliberations are being currently implemented. ANSTI also held an Editorial Board Meeting in February 2007 which was a follow up of the 10th Governing Council Meeting proposals. The board meeting discussed areas in which the journal can be made better in provision of science and technology information.

African Journal of Science and Technology Editorial Board Meeting
ANSTI uses the African Journal of Science and Technology to disseminate the results of scientific research. The journal continues to be the Network's flagship publication. The journals are distributed mainly by electronic means but a few printed copies are made available to libraries. The 10th Governing Council Meeting in 2006 proposed the above mentioned meeting which was held in Nairobi , Kenya in February 2007.The meeting brought together editors of the journal from seven countries. The editors shared experiences on journals, history, process, techniques and challenges faced. They also discussed ways in which to make AJST a world class journal and various recommendations on the same were suggested. The possibility of producing other relevant journals/scholarly publication was also discussed during the meeting

COVIDSET 2007
ANSTI in conjuction with Tshwane University are organizing The Second African Regional Conference of Vice-Chancellors and Deans of Science, Engineering and Technology [COVIDSET 2007] to be held in Johannesburg , South Africa , from 25 - 27 September 2007.
Deans from ANSTI member institutions that are in good standing will be provided with a grant to enable them to participate in the conference. Enquiries about this assistance should be sent to mary.matemu at ansti.org.

UNESCO Delegation to the 8th African Union Summit
The Director General of UNESCO, Mr. Koichiro Matsuura led a delegation of UNESCO staff to the 8th Summit of the African Union which was held in Addis Ababa from the 29th -30th of January 2007. The main theme of the summit was: Science and Technology and Scientific Research and Development.

AAU Mobile Task Team
The Association of African Universities (AAU) HIV/AIDS Core Programme is resolved to ensure that African higher education community use all available means within the institutions and through partnership with the International Community to prevent the spread, mitigate the impact and manage the HIV/AIDS epidemic through proactive sustainable programmes of action.

The African Network of Scientific and Technological Institutions (ANSTI) is offering the following fellowships and awards:
* Postgraduate training fellowships

Deadline for submission of applications for postgraduate fellowships is 31st May 2007 . There is no deadline for other fellowships or grants. These awards are restricted to staff of institutions, which are members of ANSTI.

DAAD/ANSTI Staff Exchange Programme
The objectives of this programme are to promote inter-university co-operation through academic mobility and to enhance the quality of teaching and research in African universities.
DAAD co-operates with ANSTI in the allocation of funding to ANSTI's Staff Exchange Programme with respect to teaching assignments, courses and seminars to which credits are allocated. Participants in the programme must be nominated by ANSTI member institutions needing their services, indicating what the duties and functions will be, including expected period and duration, and are granted leave of absence by their home institutions for the purpose of teaching at the guest institution. The duration of a teaching assignment may extend from at least two weeks to three months. Female applicants will be especially encouraged to participate in the Programme.

Mwalimu Nyerere African Union Scholarship Scheme
To achieve the vision of the African Union, engender sustainable development and meet millennium development goals, there is need to step up efforts to develop, nurture and retain a critical mass of human resources, particularly in the areas of science and technology. Support is also necessary to enhance the quality of teaching of these critical disciplines. For this reason, the African Union Commission has established the Mwalimu Nyerere African Union Scholarship Scheme.
The Mwalimu Nyerere African Union Scholarship Scheme is designed to enable African students to undertake degree programmes of study (Bachelors', Masters' and PhD) in leading African Universities, in the areas of science and technology, with a binding agreement that the beneficiaries will work in an African country for 2 to 5 years after graduation. Call for Proposals on HIV/AIDS at Association of African Universities (AAU)
With funding from the Swedish International Development Agency (SIDA), the AAU is calling for proposals from its member institutions as well as other tertiary education institutions in Africa (polytechnics and teacher training colleges) for the development of HIV/AIDS policies in their institutions.

AAU is also calling for proposals for the organization of one sub-regional workshop each in West and Southern Africa on HIV/AIDS. A successful applicant in each category would be awarded an amount of not more than US$50,000 towards the workshop.
Proposals are expected from AAU members in the Southern and West Africa countries.

Zambia Announces ICT Training Centre for African Scientists
Zambia will establish a centre to train researchers in information and communication technology skills. The centre, based at the National Institute for Scientific and Industrial Research (NISIR) in Lusaka , is backed by the International Atomic Energy Agency, which has provided US$24 million worth of equipment, including computers and servers.

Genetic Engineering: Just a Matter of Time for Africa
Experts believe that another scientific intervention that can really impact the lives of African farmers is Genetic Modification; the changing of the genetic make up of an organism using DNA technology. Unlike tissues culture the implementation of genetically modified products has been receiving negative publicity in Africa claiming that it's unnatural and violates the limits of what humans are supposed to achieve.

African governments have resolved to cooperate on the issues associated with biotechnology and genetic modification. Making the resolutions from the recently held African Union (AU) Summit , in Addis Ababa , Ethiopia , leaders resolved to take a common approach to address issues pertaining to modern biotechnology and biosafety. African leaders have designated 2007 as the 'year for scientific innovations' during the AU Summit in Addis Ababa , Ethiopia . The year will be formally launched in July at an extra-ordinary summit in Accra , Ghana to discuss advanced science such as nuclear technology and space science.
