     Message from the ANSTI Coordinator-Prof. J.G.M. Massaquoi 

      This is the last edition of the ANSTI Newsletter for 2006. Let me first therefore begin by wishing all our readers a prosperous 2007. As for the Network, 2006 was a very successful year and we hope the same will be true for 2007. We were able to develop a five year strategic plan which will be launched early 2007. One of our major donors, the Dutch Government renewed a four year grant to support all core activities of the Network. Our donors (DAAD, UNU, UNESCO) will also continue to support the Network. We launched an online database to facilitate communication with scientists in the Diaspora and we held the annual Governing Council meeting with full attendance. 

      This issue of the Newsletter has an announcement on COVIDSET 2007 which we expect will bring together over 250 university leaders to discuss issues of relevance of science, engineering and technology training in the region. And finally, readers will find information on opportunities, grants and other awards.

      The ANSTI Governing Council Meeting.

      The 10th ANSTI Governing Council meeting was held in Mombasa , Kenya from 7 - 9 December 2006.  

      The meeting was a landmark since it was the first time in the history of ANSTI that a five year strategic plan was discussed (see pg. 2 for further information). 

      The meeting also welcomed new members to the Council: Prof. George A. Magoha, VC, University of Nairobi who is the new representative of the Association of African Universities (AAU), Prof. F.W.Y. Momade, Provost, Kwame Nkrumah University of Science and Technology, Ghan, who is an institutional representative in the Council and Mrs. Gabrielle von Fircks the new Regional Director of DAAD and the Donor representative in the Council.

      COVIDSET 2007 

      After a successful conference of Vice-Chancellors and Deans of Science, Engineering and Technology in the year 2005 in Accra, Ghana, the UNESCO Regional Office for Science and Technology in Africa in collaboration with its regional project ANSTI is organising COVIDSET 2007. The conference will be hosted by Tshwane University , South Africa and will be held at Eskom Convention Centre in Midrand, South Africa from 25 - 27 September 2007. 

      The theme of the Conference is "Relevance of Science, Engineering and Technology Training to Development Challenges in Africa ." The Conference brochures and call for proposals will be out in January 2007. Please visit the conference website www.ansticonference.org for further updates.

      Launch of the ANSTI Scientists Websites

      The ANSTI Scientist Website was officially launched by the ANSTI Coordinator at the first Ordinary Session of "The First African Congress of Scientists and Policy Makers (CASP)" in Alexandria , Egypt on 27 October 2006. The Website is a compilation of expertise in the field of Science & Technology in Africa and of Africans in the Diaspora. It acts as a useful resource to foster interaction among scientists in the region and the Diaspora. 

      Scientists can visit the site (http://scientists.ansti.org/) to post their details directly or can send their CVs to scientists at ansti.org  to have the information put into the database on their behalf.

      ANSTI Fellowships and Grant Opportunities. 

      The African Network of Scientific and Technological Institutions (ANSTI) is offering the following fellowships and awards: 

      .          Postgraduate training fellowships 

      .          Visiting staff exchange fellowships

      .          Conference Grants 

      Deadline for submission of applications for postgraduate fellowships is 31st May 2007. There is no deadline for the visiting staff fellowships or conference grants.

      Update on the ANSTI Strategic Plan

      The development of the strategic plan is an activity that has been carried out throughout this year and has involved ANSTI major stakeholders who were contacted to give their views through a questionnaire survey.  ANSTI also solicited contributions to the Strategic Plan from Deans of member institutions. 

      The draft strategic plan was presented by the Consultant to the Governing Council members during the 10th GC meeting and discussed at length. The document is now in its final stages of revision and will soon be launched.

      Opportunities

      The  Royal  Society Pfizer Awards 

      Nominations have been invited for this prestigious international award, sponsored by Pfizer Ltd. It is designed to reward scientists at an early stage of their research career and to promote capacity building in the developing world. 

      The 2007 award is open to any research scientist working in Africa, making an innovative contribution to the biological sciences including basic medical science, that has led to a sustainable positive impact on Africa .  

      Up to £60,000 will be awarded as a grant in order for the recipient to carry out a research project that is linked to an African centre of scientific excellence, which would normally be a University, or equivalent research centre. £5,000 will be given as a prize to the recipient. 

      Nominations can be made by senior academics and members of National Academies of Science. Nominations consist of statements from the nominator outlining the candidate's scientific record, suitability for the award and impact in Africa , and a proposal by the nominee for the research project on which to spend the grant.

      Edulink Programme

      EDULINK is the first ACP-EU Cooperative Programme in Higher Education and is open to all countries in Africa, the Caribbean and Pacific Group of States (ACP) and to the 15 EU Member States that are signatories to the 9th European Development Fund (EDF). 

      Objective 

      Overall, it seeks to foster capacity building and regional integration in the field of higher education through institutional networking and to support a quality higher education system that is relevant to the needs of the labour market and consistent with ACP socio-economic development priorities. 

      Purpose 

      The Programme's purpose is to strengthen the capacity of ACP higher education institutions (HEIs) at their three naturally constitutive levels: 

        a.. Institutional/administrative 
        b.. Academic 
        c.. Research and technology 
      Who can apply 

      Eligible applicants are higher education institutions (HEIs) (university, polytechnic, college, institute or similar), with their headquarters in any of the ACP countries or in the 15 EU Member States under the 9th EDF. 

      Financing 

      Selected projects will be awarded a grant between a minimum of EUR 200 000 and a maximum of EUR 500 000

      THE ABDUS SALAM - INTERNATIONAL CENTRE FOR THEORETICAL PHYSICS 

      Summer School and Conferencing on Automorphic Forms and Shimura Varieties 

      School: 9-22nd July 2007, Conference: 23-27th July 2007 

      The Abdus Salam International Centre for Theoretical Physics (ICTP) is organizing a Summer School and Conference on Automorphic Forms and Shimura Varieties from 9th-27th July 2007. The activity will be directed by Ngo Bao Chau (University de Paris-Sud, Orsay , France ) and Dipendra Prasad (Tata Institute, Mumbai , India ). 

      Mathematicians from all countries that are members of UN, UNESCO, or IAEA may attend. Scientists and students from all countries which are members of UN, UNESCO or IAEA may attend the school. Although the aim of the centre is to help researchers from developing countries, scientists from developed countries are also welcome to attend. 

      ICTP activities will be conducted in English hence participants should have an adequate working knowledge of this language. 

      Limited funds are available for some research workers, who are nationals of, and working in a developing country. Any support is only available for those attending the entire activity. 

      There is no registration fee. 

      The closing date for the receipt of requests for participation is January 15, 2007
