E-Learning Content Development CD 

The African Network of Scientific and Technological Institutions (ANSTI) has
completed a project to promote the use of ICT in learning/teaching in
Science and Engineering courses. This has been necessitated by inadequacy of
engineering and science books in our higher learning institutions. In this
regard, it is imperative that this problem must be addressed with
supplementary instructional materials. There is also a shortage of qualified
Science and Engineering lecturers and the few who are available need to be
complemented with technology-mediated methods such as e-learning.

The project will empower staff to develop e-content in various subject areas
in which they are experts. This can be done through training workshops where
e-content training experts transfer knowledge and skills to academic staff
of the institutions. However, in order to make the programs more
cost-effective and reach more candidates, UNESCO/ANSTI proposes to capture
the knowledge of the expert and create an interactive e-learning CD for
training staff on how to create content. The CD is both in English and
French.

This software may be used for individuals or institutions that wish to
develop electronic content for educational purposes. It will be distributed
to science and technology institutions that are members of ANSTI.

The UNESCO Science Report 2005 takes us on a world tour. Through the eyes of
an international team of experts, it analyses the current state of science
around the globe. 

What new trends have emerged since the previous report was published in
1998? What events have helped to reshape the scientific enterprise? For
example, what has been the impact on science of the Stability Pact for
South-East Europe adopted in 1999, the New Partnership for Africa 's
Development (NEPAD) launched by the African Union in 2001, and the
enlargement of the European Union from 15 to 25 Member States in 2004? What
distinguishes the scientific profiles of different countries and regions? In
what ways are relations between governments, the private sector and
'knowledge institutions' (universities and research bodies) changing, and

ANSTI/DAAD Postgraduate Fellowship Awards 2006/2007 

Following successful completion of the postgraduate fellowships selection
exercise, the following applicants have been awarded the ANSTI/DAAD
2006/2007 scholarships:

The United Nations University in its continued support to ANSTI programme,
has also offered one postgraduate fellowship. The fellowship was awarded to
Mr. Samuel Maingi Makindi, from Kenya.

The Abdus Salam ICTP Diploma Programme 2007/2008 

The Abdus Salam International Centre for Theoretical Physics (ICTP)
announces the seventeenth ICTP  Diploma Programme, a one year advanced
training programme in the field of Condensed matter Physics, High Energy
Physics and Mathematics . The course will be held in Trieste , Italy , from
1st September 2007- 31st August 2008 and will lead to the ICTP Diploma
(DICTP)

  The applicant should submit the completed application form, available at:
http://users.ictp.trieste.it/diploma/, as well as a transcript of academic
records and a copy of the highest university degree, with authorized English
translations. Two letters of recommendation, from senior scientists'
familiar with the applicant's studies and work, are also required.
Candidates selected will be required to send a certificate attesting to
their English proficiency.

Regional Consultation Meeting on Integrating S&T Policies into National
Development Policies in Africa 

In pursuance of its major goals in promoting Science and Technology in
Africa , UNESCO/ANSTI organized the obove workshop. The workshop was held at
the Sun n Sand Beach Resort in Mombasa , Kenya from 21 - 22 September 2006. 

The workshop was aimed at ensuring that S&T features in the decision making
process where S&T policies must be integrated into the overall development
policies of the African countries if they are to achieve the Millennium
Development Goals (MDGs). This is to ensure that technology issues gain
prominence in the decision making process. 

            Specifically the meeting provided a forum to discuss the
following: 

*	Actions and practices to be adopted to integrate technology issues
into poverty reduction strategy/policy papers. 
*	Guidelines to S&T policy makers on how to highlight S&T issues in
Development policy. 
*	Useful relationship between the ministry responsible for science and
technology and those in charge of trade, planning, industry, agriculture,
energy, etc. 

The discussion focused on three distinct strengths in the integration of S&T
into Development Policies: 

The Upstream activities: included capacity needs assessment, preparation of
documents to highlight the role and benefits of integrating S&T into
development policies, evaluation of strengths and institutional framework to
facilitate integration, filling gaps in major development plans etc. 

Lobbying activities: to include meetings (formal and informal) with policy
makers, sensitization workshop, networking etc. The means to attain this
lobbying will involve professional communications, media, publications,
discussions, sports etc through use of current trends and terminology. 

Participation in policy formulation meetings: This was aimed at gaining
access to the meetings, identifying areas for technical and scientific
intervention; speaking the language of policy makers, involvement of
planners in professional associations, mainstreaming activities to
facilitate learning, etc. 

Over 20 participants from various countries were involved. The workshop
successfully addressed the above issues and several recommendations were
made to facilitate achievement of the stated objectives

Main Responsibilities 

Under the authority of the ADG, for culture and the direct supervision of
the director of the Nairobi office, the incumbent will be responsible for:

*	Developing and implementing the sectors strategies at the cluster
level in consultation with the existing UNESCO partner organizations,
including Universities, Research institutions, governmental and
nongovernmental organizations, and civil society; 
*	Promoting research and policy analysis, networking and
capacity-building in identified priority areas in the member states which
are part of the cluster; 
*	Monitoring and evaluation of the sectors programme in the UNESCO
Nairobi cluster member states; 
*	Promoting intellectual and scientific cooperation between cultural
institutions in the African member states and other regions of the world,
including strengthening national sub-regional and regional networks in
cultural activities, and facilitating the exchange of information and
experience between them and the relevant networks in other parts of the
world; 
*	Developing extra-budgetary activities and soliciting funds for them;

*	Any other duties that may be assigned by the immediate supervisor. 

Profile 

*	Advanced university degree (e.g. Masters or its equivalent) in any
of the culture, social, art and human sciences, including anthropology,
sociology, music and theatre, languages, religion. 
*	Minimum of three years of national or one year of international
postgraduate relevant work experience. Professional experience in teaching
and research and/or programme development and implementation. 
*	Knowledge in Ms Office 
*	Fluency in English is a must. Knowledge in French will be an asset.

Call for Pre-proposals for Nodes of Aminet 

New Partnership for Africa Development (NEPAD) invites universities and
research institutes throughout Africa to submit pre-proposals for the
establishment of the first set of Nodes of the African Mathematical
Institutes Network (AMINet). A three stage process will be followed: 

1.      Preliminary phase: receipt and screening of proposals by AMINet
Secretariat     and arrangement of site visits 

2.      Site visits and detailed assessments of each proposed site 

3.      Business Plans: To be developed by the invited final short listed
candidates.
